Let's do it again! it does have eyes, but they are rendered in a stylized manner.

you could regard that icon as a derivative of this crying expression: T_T in this case, the capital Ts represent the eyes. the horizontal bar on the T represents the eye, squinted nearly shut. the vertical line of the T represents tears descending from the eye. the underscore is the mouth of course.

in the example you give, the parentheses of course represent the edges of the face. the tiny circles are the cheeks. ┰ of course represents the eye, just as the T does. it seems that this person is weeping very ruefully, as they are smiling through their tears: ω

or perhaps they are weeping because they have testicles grafted onto their face.
